Transportation Services

The RTA provides transportation to a variety of destinations in Delaware, Dubuque and Jackson counties. All services are open to the general public.  All RTA vehicles are equipped with a lift and are wheelchair accessible. Most RTA services are door to door unless specified. All fares are contingent upon fitting into a current service.

Reservations for service are requested a minimum of 24 hours in advance. Same day service is subject to availability. Dispatch hours are 5AM-PM. If you are a Medicaid recipient, are a member of NEIAAA (60 years and older) or veteran, please provide that information when you make your reservation. RTA is a contracted provider for the State of Iowa MCO’s and in partnership with NEIAAA (Scenic Valley). RTA services are available to people of all race, color, sex and income levels. *Beginning May 1, 2020, Delaware, Dubuque and Jackson County residents who do not qualify for other funding, will pay the following reduced rates subsidized by Covid funds. Reduced rates will be in place until the Covid funding has been exhausted. The regular rates will go back into effect at that time.

  • Delaware:
    • $1 one-way inside Manchester city limits
    • $2 one-way outside of Manchester city limits within Delaware County
  • Dubuque:
    • $3 one-way inside Dubuque city limits
    • $2 one-way outside of Dubuque city limits within Dubuque County
  •  Jackson:
    • $1 one-way inside Maquoketa city limits
    • $2 one-way outside of Maquoketa city limits within Jackson County

IMPORTANT: All requests for transportation utilizing the County subsidization must be requested through RTA’s online Trip Maker, located under SCHEDULE A RIDE tab.

In addition to regularly scheduled services, the RTA provides round trip transportation on a reservation basis to other cities such as Cedar Rapids, Davenport, and even interstate travel to Madison, WI, and other locations. Contact dispatch for availability and rates 1.800.839.5005 / 563.588.4592.

Services to Iowa City

Transportation is provided from Dubuque, Delaware, & Jackson Counties to Iowa City. Contact dispatch for availability and cost (minimum ridership required).

In-Town Dubuque

Transportation is provided in the City of Dubuque Monday through Friday.

Hours: 6:00AM - 4:00PM (locations and times vary throughout the Dubuque County area, contact dispatch for more detailed information and availability 1.800.839.5005 / 563.588.4592)
Rate: $6.75 One way (children 15 and under $3.25 one way)

Farley/Epworth to Dubuque

Transportation is available to/from Epworth and Farley to Dubuque Monday through Friday on a limited basis. Contact dispatch for availability.

Hours: Departs Epworth around 8:15AM and arrives at the JFK Transfer Station around 9:00AM. Return transportation is provided at 2:30PM at the JFK Transfer Station Rate: $6.75 One way

Dyersville to Dubuque

Transportation is available from Dyersville to Dubuque Monday through Friday.

Hours: Departs at 7:40AM and returns at 2:30PM from the JFK Transfer Station
Rate: $6.75 One way

Dyersville to Manchester

Transportation is available from Dyersville to Manchester Monday through Thursday

Hours: Departs at 7:50AM and returns at 3:00PM from Manchester.
Rate: $6.75 One way

Maquoketa in Town

Transportation is available in the city of Maquoketa Monday through Friday.

Hours: 8:00AM - 3:30PM Monday - Friday 
Rate: $3.00 One way

Miles and Preston to Maquoketa

Transportation is available between Maquoketa and Miles and Preston Monday - Friday.

Hours: Departs at 6:30AM and returns at 2:30PM
Rate: $6.75 One way

Bellevue to Maquoketa

Transportation is available between Maquoketa and Bellevue Monday - Friday.

Hours: Departs at 6:30AM and returns at 2:30PM
Rate: $6.75 One way

Bellevue Intown Service 
Transportation is available in-town Bellevue Monday - Friday.
Please call Bellevue City Hall 563-872-4456 M-F to arrange transportation.

Delhi to Manchester
Transportation is available from Delhi to Manchester Monday through Friday Hours: Departs at 7:45 AM and returns at 3:00 PM.
