RTA Move Initiative

The Delaware, Dubuque, and Jackson County Regional Transit Authority (RTA) is a nonprofit organization governed by a Board of Directors. RTA provides and promotes public transportation services in Delaware, Dubuque, and Jackson counties in Iowa and is recognized by the Iowa Department of Transportation as the regional public transit system for these counties.

The MOVE Initiative (Mobility Outreach, Visibility & Education) was recommended as part of the RTA Strategic Plan to improve public awareness, understanding, and use of public transportation services throughout Delaware, Dubuque, and Jackson counties.

RTA seeks consultant services to implement the MOVE Initiative as a coordinated transit education, outreach, and communications program. The initiative should help residents, riders, and community partners better understand available services, how to use them, where to obtain assistance, and Improve Driver recruitment. The program should also include a process for annual review and refinement.
